Process / Leadership : I believe that the concept is really good but it would only work if the leadership could make their decisions based performance, productivity, and in the best interest in the Navy. It is still quite common in the Civil Service System to find senior leadership that got their jobs through the good-o-boy selection. I personally see people as high as GS-15 that have no more than a high school education and got their position as a lateral move from a different department. They do not qualify as experts and they don't have a college degree as required for GS-9 in many cases. There are still way too many people who want the job so they can wear the hat rather than taking the hat because they want to do the job. It would be great to have the managers be able to award the better workers and maybe get rid of the dead wood. In the corporate sector when a manager cost the company money due to a bad decision, they are usually terminated. I have heard more than once a manager say "I'm the boss and I will do what I want".
