This new system has no checks and balances against the sugar daddy who "takes care of his girl" and agencies secret policies to rid their departments of experienced senior workers by eliminating the unbiased factor of seniority in RIF actions.. Also, stop lying to us. This new system WILL affect retirement since during the last year of a person's high three their salary could be significantly reduce... So therefore for the rest of their retirement life an out of control supervisor will ruin a person's retirement benefit. I did not enter public service to work for a 'Jack Welch" type organization. The old system was designed to put some controls on human nature and its tendency to sink to its lowest common denominator.
