I work in a specialized area (Hazardous Materials Regulations) where it takes years to grasp the information. Constant training is required to keep updated. Now we are going to move people in and out as we feel necessary.It took close to 20 years to develope contacts and grasp the constant changes in Hazarous Material shipping, certifying and movement by all means of transportation. Putting someone into my area will require years of training and class work. Put the right individual in the right job. What will they consider my job, technical, or administrative? My other point of contention under NSPS, now we are providing a new system of promotions at the discretion of supervision, demotions, and pay scales. We can hire someone off thestreet and pay him more than a 20 year employee. What are the qualifications and can that individual hit pavement running, I doubt it. Under the old system we have the ability to withhold pay raises and promotions. Why the big change? Another tool for management to reward the chosen few. Yes, 9/11 changed the way we do business, but to throw the baby out with the bath water. You will not be able to force civilians into combat zones. They will quit. If I wanted to be in the military as a green suitor, I would have stayed in the military. This will break-up families. To move people at the discression of management will not work. Some of the areas are extremly high cost (WDC area). We are not soldiers we are civilians. Mangement has the present tools to work with , but they refuse to go after low performers or marginal employees. It is easier to ignor them than confront the issue. Why is the barganing unit removed? Who will speak for the employees? Management, I doubt it. To attract the best qualified we need a job enviroment that attracts the best, under NSPS it won't.
