The National Security Relations Board is probably going to be biased in favor of the DoD, given that the Secretary is making all of the appointments. Couldn't the unions appoint one member? The new policies eviscerate unions. For instance, why can't unions represent employees in IG and DoD investigations? It also appears that almost all issues are removed from collective bargaining, and other issues can be negotiated only after implementation--why? The intent of these proposed changes seems to be to create facts on the ground that are hard to reverse through collective bargaining. That is not acting in good faith with the unions.
