My concern is that there will be no loss in pay for employees when NSPS is implemented. Also, with the implementation of pay banding will locality pay be eliminated? If so, will there be a grandfathering of pay to prevent any decrease in income (and for what duration)? Is it possible to honor within grade increases (WIGI's) that would normally become effective around the time that any phase of NSPS is implemented? If an employee has waited two to almost three years for a with-in-grade increase which he/ she has earned through successful job performance it seems equitable to allow the WIGI's to be processed during the transitional stages of NSPS. Recommend a two to three month window after the implementation of NSPS to allow WIGI's to be processed. Those WIGI's that are due three months out or less, either, should somehow be calculated in the pay at the time of implementation of NSPS, or the pay should be adjusted to incorporate the WIGI at the due date. There should be safeguards in place to ensure that employees receive timely performance appraisals since pay is directly tied to their performance. This is an area of potential or actual negligence among some managers/supervisors in the Federal Government, who either complete performance appraisals in an untimely fashion or who fail to complete performance appraisals on their employees for one or more rating cycles. As a result, the successful, productive employee will suffer by not receiving a well deserved pay increase. I apologize for not having the time to reference the applicable sections, but I am a Federal employee who is hard at work, and who must closely manage time during the work day.
