This comment is in regard to subpart/section 9901.373(e), which states that the Secretary has discretion to make one-time pay adjustments for GS and prevailing rate emplyees when they are converted to the NSPS pay system. At a Town Hall meeting on 12 Jan 2005, at Wright-Patterson AFB, Mr. Roger Blanchard, AF/DP stated, in reply to a specific question from the audiance ... "All employess will receive a one-time pay increase when they are converted to the NSPS system." In light of that statement, I believe section 9901.373(3) needs to be changed to eliminate any option of not granting a one-time pay increase to all employess upon conversion to NSPS! And it is essential that all (including those at step 10 of their respective pay grade) receive the salary increase - afterall, DoD in section 9901.322 is granting itself "within its sole and exclusive discretion" the right to set the rate rate ranges!
