I have been serving in Job Series 1712 (training instructor) for the past 12 years. I have been tasked to not only instruct the subject material I train but to also develop the material for the army's new training helicopter (TH-67) that I have presented to over 1300 students each year. As the army's needs have changed through the years I have been asked to develop the material to meet the changing needs. I have been developing material for over 12 years and am the subject matter expert for the course taught. I have asked to have my job description changed to reflect my current duties to no avail. I would like to have my position reclassified and receive a higher pay greade for the extra work my supervisor takes for granted. I am also an editor for a helicopter's operators manual and check list. No other 1712 in the army takes on such a major additional duty. My supervisor states that if they reclassify my position to reflect the new skills the position requires the job will have to be announced for competitive hiring. Anyone on the stoppers list could replace me with only minimal qualification and no experience in the area. Please revisit how job descriptions can be revised without the currently employed individual being replaced by someone on the stoppers list. Or develop an easier way of up-grading positions as more responsibilities are accepted. The down sizing has affected us all. Some have injustly been affected. I believe I am one of those that doesn't receive fair pay for services rendered.
