I see this as returning to the old day's of the so called good old boy's system. How are you going to keep a watchful eye on this system to insure every one is treated fairly. For I don't play golf or go drinking with the Guy's. I don't drink so I am not going to fit in this club. You might tell me or think that this isnt going to happen, But I know better. I really can't see how this new system is going to work. If civilians are placed or mobbed out side thier area. 1 how are you goin g to reinburse them for this expense properly. 2. how area you going to prevent a mass evacuations of the job's. How are you going to feel the job's once vacant. I just wonder those that are paid to make these rule's do they actually live in the real world. explain to me how exactly this is going to work, so far this seems pretty wide open with lot of interpetation and not spelled out exact. Maybe I am wrong but this is how I see it.
