This proposed system has almost left me speechless. I served in the Navy and have been a DOD employee for a long time. I am dedicated to this country and our national defense. This proposed plan is an absolute insult to every DOD civilian employee. I know that you must understand that this will end up being a good old boy system. I tried to understand your motivation and then it hit me. Soon the President will be claiming that illegal aliens have taken our federal jobs because no American wants to do the work, or then again, maybe some of the jobs will go to your contractor buddies. I fully understand the intent of your proposal Mr. Secretary. My only question: Is our Congress really going to let this proposal stand?
