NAF has been doing this type of system for over 10 years for their MWR and PX functions and it works well. Get on with it. The test has shown it works. the only draw back with the system i have seen, meaning naf, is there is no ppp system and when you have a BBA you end out in the street, rather than in another job. that needs to be worked on, those two elememnts in NAF, so pay attention on the APF side also. I have had 800 employees in Korea under the banding system, 700 with the Marines in 29 Palms, 300 at ft Buchanan, PR and more in Germany. it can work well, or it can also be abused. abuse is when you have a bad maanager that witholds pay increases to good people. that is the flaw. human nature. good luck. if you want me to help, just call. Yes, most are NAF employees and use the banding system that you are proposing for the rest of DOD.
