This system is remarkably similar to what is in place for my spouse, who is an employee of a large municipal government agency. Regretfully he has to put up with a great deal of politics, favoritism, cronyism, and even discrimination as a result of this system. Once he was even told that “he did not need a raise as much as other people in the department, as he already had a military pension.” I think that the proposed new system is a great mistake, and will lead to many problems such as cited above. I do not feel that it has been researched properly, and strongly feel that it would be wrong to implement the new system.
