MANAGERS, PLEASE DON'T IMPLEMENT THIS SYSTEM. WE NEED TO FINE TUNE OUR CURRENT SYSTEM. DON'T ALLOW US TO BECOME CORPORATE AMERICAN WE ARE A GOVERNMENT AGENCY AND PEOPLE IS OUR MOST IMPORTANT RESOURCE. DON'T START PLAYING AROUND WITH MEMBER'S PAY. ANNUAL PAY RAISES ARE A PART OF LIFE IN DOD. MILITARY PERSONNEL RECEIVE ANNUAL INCREASE AND SO SHOULD CIVILIAN EMPLOYEES. DON'T ALLOW MANAGERS TO PLACE MONEY IN A POT AND DIVIDE IT AMONGST "SUPERIOR" EMPLOYEES BECAUSE THIS IS SUBJECTIVE. REWARD ALL ....THAT'S WHAT BEING PART OF TEAM MEANS... DON'T ALLOW MANAGERS TO BE ABLE TO REDUCE SOMEONE PAY. KEEP IN MIND THE HUMAN ELEMENT (FAMILARITISM, RACISM, GENDER, AND OTHER FACTORS ARE ALWAYS INVOLVED). DON'T GET ME WRONG, I'M NOT SAYING ALL MANAGERS ARE LIKE THIS BUT THE HUMAN ELEMENT IS ALWAYS THERE. FOCAL ON THE PROBLEM: HIRING TAKES TO LONG SELECTION PROCESS IS TIME CONSUMING TIME DELAYS FOR PROMOTING SUPERIOR PERFORMERS HOW CAN AN AGENCY THIS PREACHES FAIRNESS DELETES EMPLOYEES ABILITY TO UTILIZE UNION REPRESENTATION. THERE ARE SEVERAL NEGATIVES TO THIS SYSTEM; HOWEVER, EVERYONE IS TRYING TO USE HOW OLD THIS SYSTEM IS AND HOW FAR BEHIND THE EIGHT BALL ARE WE COMPARED TO THE CIVILIAN SECTOR....NOT TRUE. AS OF TODAY, DOD IS A FAIR OPERATION BECAUSE OF THE CHECKS AND BALANCES. CAN'T SAY THIS IF THIS NEW SYSTEM IS IMPLEMENTED. AS YOU ALL KNOW THIS SYSTEM WILL BE IMPLEMENTED NO MATTER WHAT WE WRITE IN THESE COMMENTS.
