I am new to the Government Force. I have been with the Government for two years. I worked for a contractor for 17 years before that. My performance were no more that outstanding those years. But I wasn't in the click with the higher up, so I was left out on a lot of opportunities. This will be the same way. I had a Military rater the past rating, and my performance was outstanding, received awards from higher commands. But when he rated me, his comments to me was that the Senior rater doesn't give out number 1 rating, just for a few. I told him that was showing favortism. That show me that if I am not in the click, Forget it. Some got performance awards, just being a "Good Old Boy". This system won't work in this workforce. I totally disagree with the NSPS.
