This entire change is not needed! The real problem here is the quality of supervision, which is POOR. The tools have always been there for supervisors to use. All they have to do properly document the file, which they never do! Additionally, the new system does not change the philosphy in DOD, of don't report any bad news. Bad news is a fact of life only DOD treats it like it doesn't exist. The new system is ripe for management favoritism. This program as so designed will cause monumental morale problems and drive many good empolyees from civil service.
