I believe in supporting my troops but not to where I can be deployed/moved with-in 72 hours. I don't believe the DOD workforce is a security problem and if it is, it should have been weeded out before a person is hired. I don't agree with lowering a person's pay because they may find their selves in an unfavorable work area, so they take a downgrade or lateral and then is punished by lower pay. I know the current system is not perfect but at least it has some check and balances in place, this doesn't to have. It appears that management can decide whenever and whatever. I believe this system is to create a workforce without a soul and turn the workforce into robots with only ideals that will be accepted because that's what management wants to hear, when the soul is compromised so is the creativity and equality. That's what makes this a great country because of choices, freedoms, not being scared to be heard because management may not agree and that is also the spirit that breeds changes, productivity, equality and patriotism. I am not a great union lover but it is a check and balance and employees will still need local representation. This new system, I'm afraid will only double the bad things (favoritism, unfair hiring and promotion practices, not receiving recognition) and lower the good things you could count on, a yearly cost of living increase even if you hadn't had a step increase in 10 years, benefits and security in a job.
