I can understand what the NSPS is trying to accomplish, but unfortunately, there are too many loopholes within the system. Yes, it will promote increased performance, but will also promote increased "brown-nosing" and favoritism. If there is anymosity between you and your supervisor does this mean you will not be given a raise, or be promoted?? Will we have rights through our union to be able to file a grievance in this respect?? Which of course will create even more anymosity. Understandably, this follows the same process as the private sector, unfortunately, we as federal employees don't get paid like the private sector for some of the same performance. We are at a minimum of 25% behind the private sector in pay. Again, I can understand that the old system does/can promote inactivity/minimum work performance within the federal workforce, but you cannot punish the good employees to get the inactive ones to improve. My recommendation as far as the pay band is concerned is to keep the step increases ........they only go so far anyway, but use the opportunity to give pay raises as a bargaining chip to promote increased performance. I am a hard working federal employee and look forward to the step increases I receive every other year. I have no other way to advance in my pay except step increases, but at least I can receive that increase without a fear from my supervisor's feelings for me. I would surely work even harder than I do now to increase my salary, but that would be hard to do if it was judged by how my supervisor felt. As much as I approve of change to improve federal performance, there are too many checks and balances that will be compromised in protecting the federal employee. I understand that improvements in the system can only improve national security, but how much can it be improved if your workforce feels that they have been treated poorly. Again, after reading the NSPS, I think there are just too many loopholes allowing too much flexibility in respect to supervision, and a loss of rights to the federal employee............who is already underpaid and overworked. In other words, is the farmer giving the fox too much flexibility in running the hen house???!! Thank you for your time and patience in allowing me to voice my opinions.
