Comments:
General comments: The current system is imperfect but good employes are protected. Employees who don't carry their load can't be touched by discipline and continue to be a morale problem year after year. Why not address this problem for what it is rather than changing to a system that can potentially hurt good employees. The proposed system would work well in a perfect world. I haven't seen a supervisor who is always objective in their decisions. There is no such person. They will err one way or the other. The work environment under this nsps has a great potential of becoming hostile. My advice is to address the problem areas of the current system rather than making the sweeping changes proposed.
