5 CFR Chapter XCIX and Part 9901 First of all, I think this regulation is long overdue. I would also like to see a change to the "CRIME PROVISION". Due process rights should be limited to 3 to 5 days. I think the Labor Relations Portion could be streamlined more. Instead of going before an arbitrator, the parties should go before NSLRB. Cut out the arbitrator altogether or establish a board similar to MSPB to hear arbitrations. I think by establishing a board, the members would be familiar with DoD issues. Otherwise, this is a great change and I am looking forward to its implementation.
