First, the new proposal is written in such broad terms, its hard for the individual worker to totally understand how it’s going to effect them personally. A number of items allude to changes that will be made in the future, but we are supposed to comment on them now. I really feel like the real agenda and plans are intentionally being withheld. The new pay for performance system is just another cronyism system in which the supervisor’s buddies and the people who know how to ‘play the game’ will be rewarded. This system will lead to members turning against each other and stabbing their fellow co-workers in the back to earn a few extra dollars. This system definitely will not promote teamwork but work against it. Throughout the new proposed regulation, worker rights are taken away to increase managements power. Procedures are already in place for most of the changes that the Agency wants. However, instead of following the current rules that allow for worker rights, the Agency would rather abandon its workers in favor of more power for management that tramples on worker rights. The DOD used to advocate teamwork. This proposal clearly abandons that goal instead it turns worker against worker and unequivocally places Supervisors and workers on opposite teams. The new rules are bad for the DOD and bad for America.
