I'm currently on a GS-05 Target 07 position; which I should automatically get a GS06 in one year and a GS07 the year after. With the new NSPS coming up - Will I be banned in with all GS-05's and (not) get my Target Grade? Or, will I still automatically get my Target Grade 07 within the time frame? How will the Pay-Banning actually work?
