I am a DoD employee with 31.5 years of service. Even though I have always been an outstanding employee (with performance ratings and awards to prove it), this pay-for-performance thing scares me. I’ve seen favoritism in the handing out of awards and bonuses, and the NSPS seems like it will open the door to more of it and without much recourse for employees who are left out. As it is, we have supervisors who shouldn’t be supervisors in the first place, and I’ve seen employees get counseled by supervisors who deserved counseling themselves. We have too many supervisors who “enjoy” their authority too much and would welcome the opportunity to ensure their subordinates “know” who is in charge by denying promotions or bonuses and by inflicting undeserved adverse actions upon them. One of the reasons Civil Service has been so attractive is because employees didn’t have to worry (much) about these kinds of things. NSPS will change that.
