Comments:
Most of the proposals specified will removed the minimum check and balance system currently in place to protect employees against favoritism and illegal practices. At the present, if one is crafty enough, one can play the system and stay within the legal confines of government rules and regulations; however, the proposed system guarantees unbridled abuses with the government blessings with no required accountability.
