I oppose the implementation of the NSPS for the following reasons: The government cannot be allowed/given the right to place/move/deploy civilian employees whenever/wherever they wish placing the mission first. As employees our first mission/priority is our family and individual rights. We must place them first, not mission, or there will be no one left to carry out the mission nor a reason for the mission. Moving someone/flexibility because the government needs us there for the mission disrupts our home life and the life within our communities-unacceptable. To remove our basic pay structure and base our pay on a subjective relationship with our supervisor does not give us nor anyone a level of security/comfort. Whether or not you are a high performer is left solely on the discretion of the supervisor - unacceptable. What benefit to the employee is it to remove job classifications, grades, series, occupational groupings, position descriptions? This needs to be reworked within the government but this is not the answer. The hiring process also needs reworking, but this is not the answer. It appears the majority of benefits in implementing the NSPS is in the performance management, adverse actions, appeals, and labor relations areas. In these areas it is stated management does not have to talk/include the union in negotiating/bargaining/collaboration. So essentially they can do what they want when they want with a streamlined process (not in the best interest for the employee) that benefits the employer/government.
