If this is a true reform and so great, why isn't it going Government wide - our jobs should NOT depend on any Administrations power seeking goals. Frankly, I am scared of such a prejudicial system - I have seen a GS 5 become an GS 11 in three years, same job - "favoritism"??? I have seen "personal relations" be the guiding factor in promotions - "favoritism"?? - I have seen a physically limited employee provided less then adequate work environment - "favoritism"??? I do not know what this Administrations goal is - but I feel that it will not make DOD a better working force, just forceful.
