If or when you have two supervisors in the same payband level (NH) level III (GS 12-13) and the 13 evaluates the 12 it would have the possibility and appearance of a built in prejudice/biased. In this situation would it not be more appropriate to move the rating responsibility to the next line supervisor level IV (14-15).
