If you think that this would benefit the masses think again. Favortism will run amuck if this is implemented. Already we see on a daily basis personnel being awarded and given special projects while the mass' fill in for them. The worker bees will be on the low band and the brown noses will be in the high band. Doing away with well deserved step increases, would indeed stifle the work force. Also if we are to be required to be moved around to suit the need of the government then I believe we should be benefitted as such. We should get housing allowances, medical coverage and of course moving expenses. If we are required to serve in unselected areas of our choice then the government needs to paid for said services. Moving us around would creat an even greater void in the system as which the military leaves know. Who will look after the lower personnel who have gave them time for there country. We indeed are the unsung hero's for which are being tramped on as we speak. How will this effect of work knowing that the person next to us can get a better job, more training and better pay for complying to the bosses wishes, no matter what they may be. This is an ongoing issue that needs to be addressed before you change the system that works fine the way it is.
