Dear Sir/Ma'am, I talked extensively with an employee from GSA who uses a similar program. He enjoys the opportunities and openess of the system. Please move NSPS close to that which has already been shown to succeed for over 10 years. Secondly, my organization has a very vindicative general manager. How will NSPS protect those folks from such people? Will this empowerment of the general manager chill subordinates from doing the right thing for the Army? I cannot find the checks and balances on the system for individuals who 'get out of control'. v/r Ken Westlund
