I don't understand why employees will be adversely affected by not receiving the standard cost of living increases outside of a performance award. Lumping in COLA funds into a funding pool for performance awards does not seem fair. Some employees perform their basic duties well and do not always perform above a satisfactory level - they will not benefit from anything other than a step increase.
