My question concerns language proficiency pay for civilian instructors at Military run schools. I am a GS-09 Aviation Instructor at Ft Eustis Virginia. Under the condition of my employment I'm required to be fluent in Spanish and English. I train Latin American Students as well American Soldiers in Aviation Logistics Training, in the Spanish language or English. We who are assigned to teach in Spanish have additional duties that other instructors at this school are not required to perform. Such as: Translating course ware from English to Spanish and edited Lessons plan . Yet we are paid the same as other instructors who are not required to, or have a language skill. Will this unfair practice continue or change under NSPS? Is a language skill required for employment qualify as an additional "Special Pay"?
