As a civil servant with over 30 years of Goverment service, I find it very distressing to even imagine NSPS being implemented. Throughout my career I have witnesses many cases of "the Good ole Boy System" not only in hiring, but also in performance appraisals and awards. NSPS will not only make it easier for this to happen but will make it entirely legal without recourse for the offended party. Civil Service has gone through many changes in the past 15 years some good some bad, but through it all Career Employees have known that their jobs were almost certainly secure. Consider this example: You are a career employee with 15 years and accept a promotion. You usually get the highest ratings on your yearly appraisals but now being new to this particular job you receive a rating of excellent. A co-worker has 3 years total career, but has worked all 3 years at this position and has this year gotten an Outstanding rating. A position must be cut from your office. The 3 year employee will have the advantage and retain the position (because of the appraisal ratings) while the 15 year employee will get notification that their career has just ended. There is no recourse within the NSPS system. Your career is gone! This is not the only flaw in the NSPS. There are numerous areas of concern that need to be addressed with the unions and the voices of the Civil Servant need to be heard.
