I feel that broad occupational career groups will lead to generic position descriptions, which will in turn lead managers to assign duties as they please, even those that are outside of the position description. With my experience working in human resources for many years, I have found it to be more advantageous to the employee's to have a specific position description. I think the position descriptions can be put into broad occupational career groups, but they still need specific duties assigned in these position descriptions. I feel that NSPS is geared toward the manager's wishes and does not protect the employee's as far as their duties. There are a lot of managers that show favoritism to certain employee's and they will be the ones to assign additional duties just so that employee can be promoted non-competitively in their pay band. I also feel that with broad position descriptions that it will be very difficult to come up with standards for performance appraisals that will be fair and equitable. Please reconsider how the structure of NSPS affects the employee's. Without them you do not have a personnel system.
