SUBPART A – GENERAL PROVISIONS (Sections 9901.101-108) DOD failed to work with the Unions as required under the Law and as Congress intended. Go back and work with the Union's or better yet scrap this waste of taxpayer money. SUBPART B – CLASSIFICATION (Sections 9901.201-204) How can DOD group the many varieties of federal workers into a few broad categories? Of course we don't now where we would fit into the system since DOD hasn't release their proposals to anyone so how can we agree to this "final" rule? SUBPART C – PAY and PAY ADMINISTRATION (Sections 9901.301-373) The main problem we have had in DOD is the lack of management under the current system. Managers have had the authority to remove poor performers but have failed to properly exercise their rights. This leads to poor federal workers still in positions. I doubt that DOD will properly train their managers. I do not feel that pay for performance is the right fix. We already have relatives and friends getting promotions over better qualified workers. Proper training under the current program would take care of many of the problems facing DOD but yet DOD is taking valuable funding to implement this program when it is begging Congress for money for the War fighting efforts. SUBPART F - WORKFORCE SHAPING (Sections 9901.601-611) DOD wants to lay off workers without using existing RIF laws? Seniority doesn't count for anything any more. I guess that my loyal and dedicated work over the years is worth nothing to the DOD and the taxpayers. You also want authority to deploy civilians? While this might not be a hardship on me, many others it would be because of children, limited federal pay and other circumstances. Civilians didn't sign up for deployment but DOD wants to change things in mid-stream. SUBPART I – LABOR-MANAGEMENT RELATIONS (Sections 9901.901-928) The DOD Labor Board proposal is a joke. How can those appointed by the Seccretary of Defense be impartial? He is the one that put them into the position and he is the one that determines if they stay in that position when their term expires. I work under a collective bargaining agreement and it works for us as well as managers to have set local rules on how to accomplish work along with other procedures. Now DOD is going to through a wrench into the system claiming that the Union Contracts impede National security interests? DOD is just using this argument to break up the unions and the employee’s right to meet with managers and work out issues of health and safety. This along with all of the other changes that DOD is attempting to make has led me to rethink my continued work for DOD. This whole program is a slap in the face for all those dedicated to serving our soldiers and sailors and country. DOD is going to create a work force full of resentful workers. It is already doing it now just by proposing these changes.
