Comments:

1. There has been little discussion as to how NSPS will be implemented in a standard manner from one major command or service to another, USAF vs. Army or FORSCOM vs. USACE. Some major commands like USACE have had larger civilian staffs than other commands and more frequently take car of civilian employees better than FORSCOM, EUCOM, etc. 2. SWD, USACE is in the spiral 1 implementation phase and it is apparent the senior HR advisor to the commander has no idea of what’s going to occur. At several town hall meetings held in the division, he has been unable to answer the numerous questions asked by employees. If senior management doesn’t know or care how NSPS will be implemented, the workforce is sure to be adversely affected. 3. In an organization like the Corps of Engineers, engineers protect one another to the detriment of other professional functionalities. This is especially true in personnel assignments, temporary promotions, award programs, and funding for training. One branch in a SWD district HQ limits awards to 1 percent while the Operations Division gives out much larger awards for less performance. These practices will be perpetuated under NSPS.
