I have serious doubts! I believe that this NSPS system will turn into a more corrupt system where many employees stop getting raises at all. The few (in the click) personnel will receive all the additional funding from the POT. I see that now in annual appraisals. Last year I received not one penny or day off as an annual award yet I have received a civilian of the quarter award and annual civilian of the year nominations. When it comes to money, almost all other employees get days off, WGI and/or money for an annual. Where is the fairness in that! I have seen a person caught cheating on their timecards get a bonus; people not even here 6 months get all three receivable annual bonus awards. I've seen uniformed personnel promised and receive a high ranking GS job which is being civilianized before the job PD is even written. Retiring military promised GS-11 positions if they retired at a certain date.With each change being made to civil service I see more of the (old its who you know not what you do) adage coming to civil service. I foresee NSPS just making the annual raise and WGI funding follow the current annual performance appraisal system. NSPS says it is all work based but allows a few choosing people in each command to decide who is working above and beyond and who is not. I also believe that the seniority used in a RIF was a system default that helped offset the (rigged) appraisal system in RIF's. In the NSPS system I will be considered the very bottom of the food chain. With 17 years in civil service, I will be below the VA who got out last week, below the handicapped, below the college degree'd 21 year old and below the click with all perfect performance scores. I also gave my all to DOD. I worked with the Navy, Army and the Air Force. I have received a medal from the Army that I can not even find a way to get on my AF record (as well as 10 -15 other awards from prior to the AF), Yet after giving almost my entire adult life to civil service. I will now be at the mercy of my supervisors for any chance to get a raise, stay employed of survive a RIF. I am very worried that this system will lead to a corrupt, brown nosing and maybe even easy harrassment because so much is in the hands of supervision/management. If I could go back 17 years with the knowledge I have now, I would have never become a civil servant. Now that all my younger years are gone it would be close to impossible to start over.
