Overall my primary comment and concern is the complete lack of respect for the human rights of employees. Primarily the respect for seniority and longevity of employees. Eventually even brand new hires will want to have seniority rights. Case in point - please refer to the 18 Mar 04 letter from USD, signed by David Chu, in which he refers to the crisis of "retirement driven talent drain". He recognizes the benefits of experienced, senior employees! The NSPS is a short sighted system that seems to only look at immediate gratification of some political agenda and ignores the future of the military and the civilian workforce. Adverse Actions and Appeals: NSPS suggests that employees rights and human relations are secondary to the national security mission. DOD employees have always been part of a national security mission. Why now use the "mission" as a tool for undo dominance over employees rights. Who does streamlining adverse actions benefit? Explain why a shorter notice and reply period is necessary and how will due process be respected. Pay Bands: The NSPS suggests that longevity is not a factor in pay. Yet less than 5 years ago there was concern about the loss of experienced workers and the "brain drain". Why does NSPS not recognize older workers? The NSPS makes the impression on supervisors that only new, younger workers are relevant and should be paid more. The NSPS seems to take away human rights and respect for the experienced worker. The pay bands must factor in longevity as well as performance. Our national security mission these days includes American servicemen sacrificing themselves for human rights in the mid-east and throughout the world. Yet with this NSPS it wants to take away the rights of older workers here in America. Expalin why this is a good thing for America and explain why older workers are no longer relevant in the NSPS!
