I do not agree with the premise that Department of Defense employees should have a personnel system separate and different from the rest of the federal workforce.... Our mission is not that different from the mission of civilian agencies, and we have a right to be granted the same rights and procedures as other federal employees.. When you see words like, Expedite and Streamline the Appeals Process, and when you see policies that give management the right to act without unnecessary delay, you know something creepy is in the air. When you see a list of Non-Negotiable Subjects expanded, you know ONE thing: The Department of Defense civilian employees, the ones who actually do the work, are going to get the shaft.
