The NSPS performance management system is supposed to be designed to recognize and reward the performance and contributions of the DoD civilian workforce fairly and provide opportunities for communication and performance feedback among managers, supervisors, and employees throughout the appraisal cycle. This has not been the case in previous pilot systems and has shown quite the opposite in unfair pay allowances that are too subjective and personality driven. Managers and supervisers have not shown the capability to implement the existing system and are not properly trained to implement a new system that incurs more responsibility. This system will create employee battles within and volatile situations in the workforce.
