Supplementary Information: The Case for Action, page 7552. Bull. Who do they think they are fooling? The reason that Bush, Chaney, Rumsfield leadership (hereafter referred to as the "cronies" for brevity) want to change things is because they cannot stand dealing with the Unions and want to bust the Unions by using the tragic 9/11 incident to trick the public and Congress into standing by while they go about their purpose of Union busting. The Government currently pays contractors over 100k a year tax-free to go overseas and risk their lives for money. The cronies in charge think that is too much money, after all, the poor military folks get paid much, much less than that so how do they fix it? Use DoD civilian employees. Cost is less than using a contractor but more than using a military person (at this time). The Case for Action, page 7553. The comment "and the labor system encourages a dispute-oriented, adversarial relationship between management and labor." Supports the Union busting idea. One of the very first things Bush did upon taking office was to rescind the partnership executive order issued by Mr. Clinton. Management has always had the capability to do what they needed to do, but they did not want to follow the procedures that has been developed and refined over the years. The cronies claim that 30,000 Dod employees have shown fundamental change in personnel management has positive results...where? Who? Have those employees personally said that or has management taken their silence as agreement? Does no one realize that when you give a manager to ability to fire someone without proper, neutral review the employee, being very aware of this, will not open their mouth and stand up and speak out as every American should be able to, for fear of losing their job which pays the bills and feeds their families... The cronies talk about collaboration with employee representatives. Just who are the employee representatives they collaborated with? Had to be management officials because it sure wasn't with the Unions. Isn't it interesting that the cronies who developed this NSPS would be so bold as to use the term "collaborate" when dealing with the Unions. The definition of collaborate is: to cooperate, usually willingly, with an enemy nation, esp. with an enemy occupying one's country". Supports the idea that the cronies just want to bust the Unions. The cronies refer to the 9/11 attack as the reason that management flexibility is no longer a preference but now an absolute requirement. What specifically happened or didn't happen during the 9/11 crisis that caused management to do what was needed? Salaries based on labor market conditions. What is that? A large percentage of what the civilian employee does is in support of the warfighter and is unique to the federal service and its military relationship. It is stated that "the limitations imposed by the current personnel system often prevent managers from using civilian employees effectively". What does "effectively" mean? The system protects the employee mainly from dumb and/or vindictive managers. These folks are not military, they did not sign up to go to hazardous duty. Contractors are well paid and the premium pay is what entices them to risk life and limb. Civilians are not paid to "go to war zones" or leave their families and loved ones for extended periods of time. If management wants a group of mobile folks like that, issue the appropriate JOA and advertise so that the folks who apply for those jobs will be well aware of the risks they are signing up for and for the amount of pay they will receive in compensation. Heck, there is a lot of folks out there who will sell their soul for a nickel, all the cronies have to do is play things straight up. But hey, what do I know other than I am out of space on this one...
