How will this system prohibit the present "Homesteading" of GS 13 through GS 15 positions in overseas commands? Particularly in the Pacific area (Republic of Korea) where a major bulk of Department of the Army Civilians (DAC) GS 13-15 have more than ten years of tenure in their current positions. The foundation for repetitive extensions past five years is justified by an artificial notion that institutional knowledge will be lost if a permanent change of station homesteader departs; and the incoming DAC replacement will not bring a conventional echelon of knowledge possessed by that departing DAC. Naturally, this is a ludicrous hypothesis, which will continue without authoritative intervention and subsequent - without exception - enforcement of the current five year limitation rule for overseas assignments. No vacancy equates to no opportuniy which is so unfair to those who could and would bring a fresh perspective to senior level positions if the opportunity would only present itself.
