Subpart B: Classification I disagree, DOD should not have authority to establish a new pay system completely outside the GS and WG systems. What about the "implementing issuance" that will be establised later? I disagree and if anythink is going to be implemented it should be done in the process along with all the other proposals, not later. The "pay bands" will replace pay grades and steps and I truly disagree because you are messing with our livelihood and the way our families are supported as FREE AMERICANS. (Are we FREE?) This "pay bands" will give supervisors the authority to lower our pay without any reason and that is not right. It already exist with supervisors having that buddy buddy system going on as were they promote then and the people that actual do the work never get recognized for the hard work they do. Supervisors
