9901.407 The present system is one that rewards performance if it is implemented correctly. Presently, the majority of managers do not communicate the needs of the organization because “they don’t have time” therefore they find it easier to rate employees as successful or excellent without regard to their true performance. It would be more cost effective to put the money to training managers to properly communicate, counsel and evaluate. Managers must be held accountable for their organization’s outcomes and performance for any system to work.
