I believe that the proposed NSPS is a step backwards for the DOD civilian work force. Unions worked hard and fought for rights of the working class and in one moment all that could be gone. There is a need for change but that change should come with all parties involved. As I know it the DOD has not in good faith worked with all the Unions to come up with the best solutions. I have gone to meetings on NSPS that HRO personnel put on but they could not answer any questions that anyone put forth. If you are going to put something into effect with a implementation date for it to happen should you not know exactly how it is going to work and not rush into something that is an unknown. If the DOD wants to attracted and keep talented and motivated people into any position within the DOD this system will make the best and brightest think different and go somewhere else. Apparently the best and brightest are not at the top now. I believe that our elected officials already have their minds made up and whatever everyone says is just so they can say that the people had a chance to say their piece. My say will be to vote them out the next time they come up for reelection. They have already set themselves up with the best and they don’t even have to do 25 years to get it like the rest of us.
