This system is skewed to allow management great power over the employee that is not allowed under the present system. Nothing in this system provides greater benefit to the employee than the present system. I am at the top step of my pay grade and have been for some time due to being reduced in grade in a RIF. Pay banding does nothing positive for me, but can be misused by bad managers to unjustly reward favored employees to the detriment of everyone else in that work unit. I understand the old system and distrust the new one. I am skeptical when the folks who make the rules say "Trust me. This won't hurt a bit." I believe that the further one is from the flagpole, the less one is likely to benefit from this new system. I believe the new system will promote and encourage "yes men" and "brown nosers". Communication is poor to nonexistent between managers and employees in my organization, with few exceptions. A manager who has said "It is my way or the highway" in a town hall meeting with his employees is not a manger who can implement this system fairly and properly. We have such managers. I believe this system will only be used to increase the ability of bad managers to abuse and misuse employees by decreasing their pay with lower pay bands and allegations of poor perfomance. I am skeptical of the system being implemented properly and employees being treated fairly. I believe the system can be implemented fairly, just as the old system was capable of being fairly used. I just expect no discernable improvements and I don't favor change for the sake of change.
