9901.515(a)(1) - Define “All sources” so there is consistency in what this means. Does “all sources” mean all U.S. Citizens (Public and Private Sector) or does it mean all U.S. Citizens and all Non-citizens? If the intent is to include Citizens and non-citizens, then it would be important to look at all of DOD’s applicant processing systems to determine if the systems are configured to allow the acceptance of resumes where the applicant legitimately would not have a SSN. This is applicable where foreign citizens who live and work in a foreign country apply for positions in the U.S. Our current DOD applicant processing system does not allow us to process resumes if the applicant does not have a SSN. 9901.515 (a)(2) – Minimum Area of Consideration Establishing a minimum area of consideration would greatly improve the present external examining process. Good enhancement. Define local commuting area - Is the local commuting area defined as where the applicant lives or works? In many areas current employees live outside of what may be considered a normal commute, but choose to travel a greater distance to work because they are able to take a mode of transportation that is assessable to their work site. For instance, Washington, D.C. incorporates a wide metropolitan area and at the same time trains running up and down the east coast open the applicant pool to commute from New York to Baltimore (and all places in between). Would this exclude the long distance commuters? 9901.373 Conversion to NSPS Will provisions be in place to allow an employee who is hired with promotion potential to receive a non-comp promotion, if applicable, to a higher pay band? For Example: An applicant is hired at the GS-5 with promotion potential to the GS-12. Upon entering NSPS the employee is placed in a pay band equivalent to the GS-5/9. Since the original “employment contract” gave the employee promotion potential to the GS-12, will there be implementing provisions in NSPS to grant employees non-comp promotions to the next higher pay band (s) until they reach their equivalent target grade based on pre-NSPS promotion potential?
