Section 9901.807 Why is it that when a penalty is mitigated, the maximum justifiable penalty must be applied. According the negotiated agreement that I am currently under, management will take the lowest level of action necessary to correct a problem or issue. Why is it that the maximum is necessary now? This makes no sense to me!
