Please reconsider your intent on utilizing NSPS. This is unfair to everyone in the government. It's reasoning for pay raises based on performance is flawed. People will be reluctant to speak to their supervisors concerning everyday problems for fear of reprisals during evaluation periods. People will watch as supervisors pets or friends of other supervisors get maximum raises, while the will of other employees get broken. Please don't tell me that this won't or can't happen I see evidence of this everyday now, this will just make it easier for them to totally break our spirit. A person sitting next to you gets a raise of 50 cents, you get 25 cents, this is going to make people work together better? This may not only happen the first year either, but continue on for years to come. You the employee have no recourse, you just get stuck in a rut and never perform to what you are capable . This may not be bad if it's one or a couple of employees but it will be many. It will be many because supervision will be limited to a certain amount of top percentage raises. You may say that an employee that is doing a better job should be rewarded. Well we have different ways to reward individuals now, one such way is called an on the spot award. Rewarding certain individuals and continuing to reward the same individual year after year with pay raises is just a total drag on morale. Please vote no!
