Trying to list a specific section of the NSPS Regulation that I do not agree with is almost impossible. I see so much WRONG in the entire regulation that there is not enough space to list it all. To be brief, THE NSPS was authorized under the 2004 Defense Authorization Act, passed by Congress in Nov of 2003??? What happened to democracy. Judging from the comments that have already been written in regards to this new system, it would never have passed if it had been put out for public opinion, or if federal workers had been notified and given a vote. Does their paycheck depend upon the voice of one invididual? I wonder how many congressman worry about the size of their retirement checks, and if they can actually afford to retire. I doubt that they worry about funds to support the immediate needs of their families, or about having enough money to HELP their child go to college. I see this system as reviving "Good Ole Boy" system that we've been working so hard to get rid of for the past 5-10 years. We are finally getting a younger work force into the federal system that believes if they work hard they will be rewarded. This will not enforce that belief. There are too many close friendships established in any workplace that would allow for ONE PERSON to be fair and equitable when determining a persons salary. I have been working for the federal government, (military) for 25+ years. In those 25 years I have had supervisors that repeatedly received excellent and outstanding ratings, and monetary awards for jobs that were a team effort. The outstanding ratings/high appraisals were never passed down to the rest of the employees, even though we were the ones that completed the tasks, as part of the team. In the end, 98% of the time, it's the upper echelon that gets credit for how well an office performs, and they have no problem taking it. I was glad to see that style of appraisal rating go away, and now it appears that congress has decided that they are going to bring it back. I live a meager life with my family and have tried to estimate my retirement pay based on the present system. Based on that, I have participated in a personal retirement program and set up my retirement savings account. With the NSPS system taking effect, all my retirement planning is void. I do not see this system as a means of streamlining the federal work force processes. I see it as a means of the government trying to save a few dollars by not giving federal workers their cost of living increases, and keeping it for themselves. I can clearly see power hungry persons taking full advantage of this NSPS system. It will be a smooth road for brown nosers, and an even smoother road for those that want to exert power and have revenge. Please, DO NOT take federal employees rights away and take us back 10 years.
