Comments:
I have worked for the Agency in excess of 20 years and have always received exceptional performance ratings. I recently received a new supervisor and received the lowest performance rating I've had in excess of 10 years. I shudder to think that this individual will have even greater impact on my remaining career. I will move at the first opportunity. The nice words reflected by the Federal register do not provide the workforce any hint as to how to deal with incompetent management that is out to 'teach you a lesson'.
