9901.703 – Definitions – The definition of Furlough in 9901.103 needs to be expended further to include the actions that may be taken at the end of the furlough period. It needs to be as detailed as the definition for Indefinite Suspension. Other than Security Violations and Espionage, request an advance notice, before they are established, of what other situations that may be considered Mandatory Removal Offenses that has a direct and substantial adverse impact on the Department’s National Security Mission. If the definition of Pay in this Sub-Part does not include locality based comparability payments; will Locality Pay be part of the new system?
