Paragraph 9901.714, Page 7591 – Proposal Notice – (a) Due to the short 15 days advance written notice time period, request as stated above, adding a pre-proposal notice period to give employees at least 3 months notice before the official notice period; giving the Employee time to correct the problem. Reasonable cause should not be based solely on belief, but on facts gathered from an investigation. What happened to 'innocent until proven guilty?'
